locations-api: Rake tasks

These rake tasks come from the desc descriptions in locations-api’s lib/tasks folder. To change what’s shown here, change the description in the code.

import_ons_data

Kick off import of ONS data, adding basic details for postcodes that aren’t already in the system. Existing postcodes will not be touched.

k exec deploy/locations-api -- rake import_ons_data[onspd_file_url]

populate_postcodes_table

add postcodes to Locations API via CSV file. Existing postcodes will be skipped over.
